The Pioneer Valley Planning Commission administers the Home Modification Loan Program for Mass Rehabilitation Commission (MRC), covering Western MA cities/towns not served by HAP, Inc (HAP: Metro Springfield Area and Northampton).
The state-funded HMLP provides no- and low-interest loans to make access modifications to the primary, permanent residence of elders, adults with disabilities, and families with children with disabilities. The modifications to be made to the residence must be necessary to allow the beneficiary to remain in the home and must relate to their ability to function on a daily basis.
The program lends money to homeowners who wish to start new modification projects, but does not reimburse for work that has been already completed. Loans are available to homeowners, landlords, and owners of manufactured or mobile homes. The homeowner cannot have previously obtained an HMLP loan for the same property. Not a home repair program. Typical modifications include installation of ramps and lifts, widening of doorways and alteration of kitchens and bathrooms
2018 Income Guidelines (updated annually) based on the total gross household income:
Household size of 1- up to $151,000
Household size of 2- up to $172,600
