Provides grants and/or low-interest rate loans to income-eligible homeowners or landlords with low income tenants for code-related home improvements such as correction of buildings state sanitary code violations. Examples of these improvements include plumbing, electrical, repair of sewer lines, lead paint removal, new roofs and furnaces, vinyl siding and windows, porches interior finish work, and foundation repairs.
The Dept of Community Development staff provides technical assistance to applicants to guide them through the process of preparing a detailed description of the necessary repairs as well as assisting them in soliciting bids from general contractors. A mortgage lien may be placed on the house until the loan is paid back; there is no lien for grants.
A separate Handicapped Ramp Grant Program provides grants to income eligible homeowners and tenants for the construction of exterior wheelchair ramps into housing units.
Income Eligibility Guidelines (as of June 2018):
1 person household: up to $45,200
2 persons household: up to $51,650
